Comprehensive Mission Statement

The mission of the Mississippi State Board of Cosmetology and Barbering is to:

  1. Regulate the instruction and practice of cosmetology, barbering, esthetics, and nail technology;
  2. Establish rules and regulations and procedures relating to the qualifications for licensure;
  3. Administer licensure examinations;
  4. Set sanitation requirements for operation within schools and establishment; and
  5. Set standards of practice for the benefit of the consumer and for the protection of the public’s health and safety.

Statement of Philosophy

The philosophy of the Mississippi State Board of Cosmetology and Barbering is to safeguard and enhance the safety and welfare of the citizens of this State by professionally and efficiently fulfilling its responsibilities of examining, licensing, registering, inspecting, and regulating the practices of cosmetology, barbering, esthetics, and nail technology to ensure competency and sanitation among all licensed practitioners, establishments, and schools in the State.

Renewal Changes

If you have held a MS practitioner or instructor license for at least ten (10) years and this license expired in April 2016 -April 2026, you are able to renew your license by completing the renewal form and payment of all license fees and fines owed. Instructors will need to submit CE hours. You will not be required to retest. If you need to know if you qualify for this renewal process, please contact the MSBCB. This renewal avenue will expire on December 31, 2026.

MSBCB Announces Standards and Assessments Committee

The MSBCB on March 16 created the Ad Hoc Committee for Curriculum Standards and Objective Assessments.  This committee will meet frequently and is charged with the mission of surveying/assessing the state of practical education in Mississippi and developing recommendations on practical education in all licensed schools in Mississippi. This committee will be comprised of one representative from each association making up the Cosmetology and Barbering Council, one (1) administrator from a community college, one (1) administrator from a for profit school, one (1) instructor from a community college, and one (1) instructor from a for profit school.  If you are interested in serving on the committee, please email your name and the position you would like to fill to: executivedirector@msbcb.ms.gov on or before April 9, 2026.

Parking Instructions

Due to construction congestion, visitors and testing applicants at the Robert E. Lee Building in Jackson may park only on the 7th floor (roof level) of the garage behind the building or on the street.  Parking in any reserved spot may result in a ticket or vehicle being towed.
